About the Opportunity:
The Department of Juvenile Services is looking for our next two Bilingual Juvenile Counselor II’s to help further our mission to protect the public by reducing delinquency and restoring victims and the community by holding youth accountable. All candidates with Spanish/English bilingual skills are invited to apply.
These two positions will each work under the following teams:
Breaking the Cycle (BTC)
BTC is a specialized unit within the Juvenile Department that concentrates primarily on working with youth who have engaged in illegal sexualized offenses and behaviors. There are no transfer periods and no change in probation officers as exercised in other units. This unit receives each case assignment from the supervisor who receives the charging packet directly from the District Attorney's Office. Often, these cases are complicated due to the sexual nature of the allegations of the youth and impact to the victims. BTC contracts with specialized providers who deliver intensive, intrusive, and lengthy services to include sex offense specific treatment partnered with various services based on the youth’s needs. Breaking the Cycle works with youth on formal (court involved) and informal (FAA) probation pathways.
Hillsboro-Beaverton Regions Team
The regional teams supervise youth who are either on probation or on a FAA (Formal Accountability Agreement). The unit works closely with the court/assessment team on the court and transfer process. The teams are dedicated to identifying targeted case management and ensuring the completion of court-ordered requirements. Both Hillsboro and Beaverton regions work collaboratively with schools and assigned SROs (School Resource Officers). Community collaboration with schools and treatment providers is an essential part of the job as the unit works closely with gang impacted families and high-risk youth.
Hillsboro Regions – Is a unit that supervises youth from Hillsboro, Cornelius, Forest Grove, Banks, North Plains, Gaston, and any other community in those areas in Washington County.
Beaverton Regions- Is a unit that supervises youth who are either living in the school district or attending schools that correspond to the Beaverton School District.
In both teams as a Counselor II, you will work directly with youth and families navigating the juvenile justice system while supporting behavioral change, coordinating services, and representing the department in court. This is a hands-on job that is impactful work for professionals who want to make a difference with structure, ethics, and support.
You will be able to build working relationships with youth and families to support positive changes, supervise youth on probation or informal supervision, conduct assessments and create case plans that balance accountability, growth, and safety. You will also be coordinating with schools, service providers, attorneys, and community partners. In addition, you will prepare court reports and confidently represent your cases in court.

Washington County Juvenile Services Department is dedicated to promoting community safety, supporting youth accountability, and fostering positive youth development. We provide comprehensive case management, supervision, and rehabilitative services to youth involved in the juvenile justice system. Bilingual Positions: Designated bilingual positions require that the incumbent have knowledge of another language besides English. It is required to possess precise writing skills (including spelling, grammar, and punctuation), fluent speaking skills, and the ability to communicate clearly and concisely both orally and in writing. Upon successfully passing the applicable proficiency assessment test in a selected language, employees will receive bilingual pay in the amount of five percent (5%) of their base pay rate, exclusive of any other incentive pay, or a flat rate of seventy-five dollars ($75) per pay period, whichever is greater.

MINIMUM QUALIFICATIONS
Education and Experience :
Master’s degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice; AND one (1) year of experience working with juveniles and families in the counseling and case management of juveniles and families; OR
Bachelor’s degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice; AND three (3) years of experience working with juveniles and families in the counseling and case management of juvenil
