Position Overview
The Senior Capital Project Manager reports to the Director, Real Estate and Construction, and is responsible for developing, managing, and administering capital projects from early programming to completion and close-out for the Facilities & Workplace (F&W) Department.
This role ensures projects are delivered safely, on time, and within budget while maintaining compliance with building codes, safety regulations, and company standards. In addition, this role will support the Director of Real Estate and Construction in the development of capital governance structure, systems and processes and manage the capital portfolio.
Success in this position requires strong technical acumen, proven project management capabilities, and excellent stakeholder collaboration skills.
Capital Project Management (Primary Job Function):
Manage the scope, schedule, budget, and quality of capital projects
Responsible for the whole project lifecycle from programming, planning, design, procurement, construction, integration, commissioning, and closeout
Understands the business need for each project and makes on-going decisions based on what's best for the organization
Develop and maintain the project execution plan, specs, and documents for capital projects
Work closely with the project teams to ensure that all deliverables are compliant with IEM’s standards
Acts as liaison with internal and external stakeholders for capital projects
Provide oversight and directives for internal project team members and external vendors/contractors throughout the project
Manage coordination and communications with all parties involved, including internal and external stakeholders, other agency departments, consultants, and contractors
Collaborate with key stakeholders and build consensus and drive decisions and progress
Investigate, negotiate, and resolve project issues. Identify the root cause of problems and present appropriate solutions
Represent IEM’s F&W Department at project meetings with internal and external stakeholders
Perform the following project management duties; develop the scope of work, prepare and review cost estimates; monitor and produce status reports, schedules, and budgets; monitor work in progress; approve, negotiate, and execute, funding agreements and consultant contracts, authorizing contract payments per contract.
Identify and resolve project challenges, including resource conflict, delays, budget variances, and emergencies, implementing solutions that minimize impact on project timelines and objectives.
Prepare reports and presentations for Management and Executives on capital projects.
Conduct regular site inspections to verify adherence to building codes, safety standards, design specifications, and IEM quality standards
Maintain accurate facility asset documentation and update design standards and construction specifications
Ensure all safety protocols are followed on job sites and promote a culture of safety among all project participants
Closes out projects in a timely manner, including collection of as-builts, warranty tracking, O&M manuals and final project cost information.
Ensuring projects comply with applicable laws, codes, regulations, and policies
Capital Portfolio Management (Support and/or Lead):
Development of department’s capital governance, best practices, systems, processes and tools
Development and management of the capital portfolio (budget planning, portfolio control and management, risk and opportunity trade-off)
Development of capital portfolio strategic roadmap and business proposals
Development, implementation, maintenance, and enforcement of departmental policies, guidelines, specifications, and standards associated with the Capital Project Delivery Process
Development of capital project cost database and schedule templates for use on future project estimating
Development of metrics, dashboards and KPIs to report on portfolio and project health and performance
Qualifications:
Bachelor's degree in Construction Management, Engineering, or related field
Minimum 8 years of experience managing commercial or industrial construction projects
Demonstrated experience managing projects from conception through completion
Experience managing multiple capital competing projects concurrently with cross-functional stakeholders
Experience in managing projects of various sizes, scope details, and levels of complexity, from a few hundred thousand dollars to multi-million dollars
Experience in commercial and industrial Tenant Improvements and ground up construction projects
Excellent understanding of building codes, construction methods, and safety regulations
Strong people, organization, and negotiation skills
Excellent written and verbal communication presentation skills
Proficiency with project management software and Microsoft Office Suite
Valid driver's license and ability to travel to project sites as needed
Preferred Qualifications
Professional certification (Professional Engineer, PMP, CCM, LEED AP, or similar)
Experience managing projects with budgets exceeding $50 million
Experience managing capital programs or portfolio
Experience working on capital strategic and budget planning
Experience developing capital governance structure, system and processes
