Provide the Department of Energy (DOE), U.S. Department of Energy at the Hanford Site (Richland Operations Office and the Office of River Protection) Procurement Support from one qualified full-time general support services contractor. The Procurement Support Specialist will have responsibility for the execution of the itemized work scope below: Assist contracting officers and contract specialists with general day-to-day contract administration duties. Assist with drafting contract documents. Assist with new awards, modifications, and closeouts utilizing procurement system. Support review of contract actions. Support correspondence creation. Assist with the preparation of various reports. Utilize business operations experience to conduct tasks with minimal supervision. Update and status workload tracking tool. Analyze current processes and make recommendations for process improvements to gain efficiencies and provide consistency between organizations. Assist with the review and process of contractor invoices in a timely fashion. Support in coordinating evaluations by scheduling and tracking technical input. Support timely and accurate compliance with monthly and quarterly reporting requirements. Support of maintaining files on websites and/or share drives. Support developing, issuing, updating, and revising policy, desk guides, and procedures. Gather information for various audits or data calls. DELIVERABLES Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Procurement Specialist shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below: Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor. Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include: Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period. Work schedule for Contractor employees, to include any leave taken. Working level knowledge of Hanford Site mission, activities and priorities. Working level knowledge of DOE Hanford processes and procedures. Working level knowledge of DOE’s program management practices, policies, and procedures. Strong clerical, administrative, and organizational capabilities. Broad experience in supporting organizations with, tracking, monitoring, review and coordination efforts. Familiarity with or ability to learn/use other technology management tools employed at Hanford. Proven ability to interface successfully with senior level management. Ability to work with government and contractor personnel to problem solve and formulate strategies for success. Ability to perform in a fast-paced, high-stress work environment on highly visible workloads with relative autonomy. Ability to manage work environment and workload with minimum of supervision, based on knowledge of work priorities. Ability to set and achieve goals, working successfully as an individual contributor or as part of a team. Ability to develop high-quality work products, to include proper grammar, spelling, and punctuation in accordance with the DOE Hanford Correspondence Manual and general office materials/guides. Excellent written and verbal communications skills. Excellent communication responsiveness and customer service skills. Expert knowledge of MS Word, MS PowerPoint, Excel, SharePoint, and/or other MS Office tools. Compliance with site specific safety and security requirements, including badging and office protocols. Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
