Provide the Department of Energy (DOE) Environmental Compliance Division (ECD) at the Hanford Site (Richland Operations Office and the Office of River Protection) Technical and Regulatory Support from one qualified full-time general support services contractor. The Technical and Regulatory Support Specialist will have responsibility for execution of the itemized work scope below:
Review permit and environmental compliance program documents and provide technical and regulatory recommendations to the ECD Director.
Provide consulting and strategic recommendations to the ECD Director based upon the review of documents, coordination of reviews, developments of comments, assistance to as realized tasks, walk-downs, meeting attendance with regulatory agencies, consolidation of comments for DOE Hanford submittal to the Technical and Regulatory Support Specialist, as well as comment resolution as needed.
The Technical and Regulatory Support Specialist may also be required to attend meetings with the DOE project/program organizations and regulatory agencies (Washington State Department of Ecology and Washington State Department of Health, and US Environmental Protection Agency) along with working meetings and technical workshops.
A major focus area for this task order will be providing technical and regulatory reviews as needed to formulate and implement environmental and regulatory recommendations and effective strategies for waste site and groundwater remediation, permitting and environmental compliance program including reviews of contract deliverables related to these activities.
Other task order activities include:
Supporting regulatory inspections for all DOE Hanford programs/projects, involving review of responses to inspection reports for responsiveness, accuracy, and compliance with the regulations. Interacting with the environmental regulators may also be part of this Task.
Conducting regulatory analysis on the applicability, ability to implement, and impacts of environmental regulations, including new and proposed regulations.
Attendance at weekly ECD meetings, contractor interface meetings, as directed by the ECD Director, meetings related to document reviews, and other meetings (such as design reviews), as assigned by the task monitor.
Support documentation of ECD oversight activities into the contractor assurance systems and develop oversight templates for routine actions.
Work with the ECD Director to create a strategic electronic binder of regulatory letters and summary of impacts to the DOE Hanford mission – and work in a business sensitive environment of impacts to the mission.
In addition, Quality Assurance requirements as specified in ESQ-OA-DI-02 will apply, and the activities will come under the Integrated Assessment Process.
SCOPE DELIVERABLES
Assessments and reports on a weekly or as-needed basis.
Participate in walk-downs, meeting attendance with DOE, contractors and regulatory agencies.
Periodic reports of work overseen and any compliance deviations.
Participate in contract transition and closeout teams as required.
Follow-up on issues, findings, and other areas of concern.
Participate in meetings with senior management team as required by the technical monitor, including preparation of meeting minutes as needed.
Deliverables shall be accomplished in accordance with DOE Hanford Site procedures and directions provided by the ECD Director.
Working level knowledge of Hanford Site mission, activities and priorities.
Proven ability to interface successfully with senior level management.
Ability to work with government, regulatory agencies, and contractor personnel to problem solve and formulate strategies for success.
Working level knowledge of DOE program and project management practices, policies, and procedures.
Experience in supporting programs and projects with analysis, tracking, monitoring, assessments, walk-downs, reviews and coordination.
Excellent written and verbal communications skills.
Extensive experience using MS Word, MS PowerPoint, Excel, and/or other MS Office tools.
The Technical and Regulatory Support Specialist shall maintain proficiencies in the following via period training: HGET

Must work core hours each working day, unless authorized by the ECD Director.
