Job Description:
Parsons is looking for an amazingly talented Construction Director to join our team! In this role you will get to serve as a senior PMO leader responsible for program-wide construction integration, assurance, governance, and performance management across multiple zones and work packages. Operating at Project Director level capability, the role will provide strategic leadership across PMCMs, contractors, consultants, and client stakeholders to ensure successful delivery.
The role requires influencing delivery outcomes without direct contractual authority, ensuring alignment with program objectives, construction standards, safety requirements, and client expectations.
What You'll Be Doing:
Lead program-wide construction integration across multiple zones/packages, acting as the senior interface between PMO, PMCMs, contractors, and client stakeholders
o Drive construction governance frameworks, execution strategies, and performance control systems in alignment with PMO mandates
o Provide executive oversight of contractor performance, progress, and recovery strategies, ensuring alignment with approved program baselines
o Take ownership of program-level construction risk identification, escalation, and mitigation, particularly across interfaces and dependencies
o Lead multi-party coordination across PMCMs, designers, contractors, and stakeholders to resolve integration delivery issues and constraints
o Oversee and validate construction reporting, dashboards, KPIs, and executive-level updates to support informed client decision-making
o Ensure consistency of construction delivery approaches across all packages, including logistics strategies, sequencing, and phasing
o Provide strategic direction on delay mitigation and recovery planning, challenging contractor methodologies where required
o Champion QA/QC, HSE, and compliance assurance at program level, ensuring systems—not just outputs—are robust and auditable
o Act as a senior escalation point for non-performance, non-conformances, and systemic delivery failures across the program
o Support procurement and tender evaluation strategies from a constructability, phasing, and delivery risk perspective
o Contribute to value engineering and buildability optimization, ensuring alignment with cost, schedule, and design intent
Qualifications & Experience:
Bachelor’s degree in Civil Engineering, Construction Management, or related field (Master’s preferred).
Minimum 20 years of experience in delivering buildings and infrastructure construction.
Proven track record in delivering complex theaters, large public venues
Strong leadership and team management skills.
Excellent knowledge of construction methodologies, contract management, and regulatory compliance.
Experience working in high-profile or government-led development programs is a plus.
PMP or similar certification is advantageous.
Skills & Competencies:
Must demonstrate Project Director-level leadership, managing large multidisciplinary teams across multiple zones/packages
Must demonstrate experience operating in a PMO / client-side integrator role, managing performance and outcomes without direct contractual control
Proven ability to drive program delivery, commercial outcomes, and stakeholder alignment
Strong background in strategic planning, sequencing, and risk mitigation on mega projects
Experience interfacing directly with senior client stakeholders and executive leadership
Ability to establish and lead integrated site delivery strategies across civils, infrastructure, and landscape works
Extensive experience delivering mega-scale urban development, public realm, or landscape-led infrastructure projects
Proven track record in complex, multi-package construction environments with significant interface management (civils, utilities, infrastructure, landscape, and vertical elements)
Strong background in civil engineering and infrastructure works (roads, utilities, earthworks, drainage, etc.)
Demonstrated expertise in hard and soft landscaping delivery at scale, including integration with wider urban infrastructure
Experience working within live, high-profile environments with demanding stakeholders and accelerated delivery timelines
Ability to manage and coordinate multiple PMCM's
Deep understanding of construction logistics, site phasing, and access strategies for major projects
Strong focus on health, safety, environmental, and quality leadership in large workforce environments
Experience working in the Middle East (preferably KSA) or similar regulatory and climatic conditions is highly desirable
Capability to operate within client-side or PMCM environments, ensuring governance, reporting, and performance management at a senior level
Proven ability to operate within a high-accountability PMO environment where responsibility for outcomes exceeds direct authority, requiring strong leadership, influence, and stakeholder management skills
