The Content Strategist plays a critical role in shaping the voice, structure, and usability of content across phila.gov and related digital services. This role focuses on content governance, strategy, and execution, working in close partnership with City departments to ensure residents can easily understand and access essential services.  This position collaborates closely with the Director of Content, Digital Services teammates, and cross-department stakeholders to plan, create, and improve user-centered content. The Content Strategist also leads training and engagement efforts to empower City staff to maintain high-quality, accessible content.  Essential Functions  Plan, write, and improve web content, navigation labels, UX copy, and training materials using established content standards  Develop and evolve resident-centered content standards and ensure consistent application across departments  Lead content audits, migrations, and redesign efforts for phila.gov and related digital services  Facilitate workshops on content creation, information architecture, and plain language best practices  Train City staff and partners on web writing, accessibility, and content governance  Collaborate with designers, developers, and product teams to implement content solutions  Build strong relationships with stakeholders and translate business needs into actionable content strategies  Monitor and refine content based on data, feedback, and performance insights  Manage multiple projects, timelines, and priorities in a fast-paced environment  Communicate clearly about project progress, risks, and outcomes  Problem solve through ambiguity and when challenges arise.   Competencies, Knowledge, Skills and Abilities  Excellent communicator who can simplify complex information  Strong empathy for users navigating government services  Systems thinker who understands how content connects across services  Relationship builder who can work across diverse stakeholders  Highly organized with strong project management skills  Curious, adaptable, and committed to continuous improvement  Detail-oriented with a focus on quality and clarity  Required  At least 3 years of professional experience in content strategy, content design, or web writing  Experience managing the full content lifecycle, including audits and governance  Strong writing and editing skills with a focus on plain language and usability  Experience with content management systems (CMS)  Familiarity with information architecture and user-centered design principles  Experience collaborating in cross-functional teams  Preferred  Experience working on large-scale websites or service-driven platforms  Knowledge of accessibility standards (WCAG 2.1 AA)  Experience with analytics tools (e.g., Google Analytics)  Instructional design or training experience  Bilingual skills  Salary Range: $80,000 - $90,000  All applications must include a cover letter.
