Description of Work The Digital Health Initiative 6 Lead serves as the statewide program manager responsible for designing, coordinating, and implementing digital health transformation activities for the North Carolina Rural Health Transformation Program (RHTP). This position provides senior-level leadership across DHHS divisions and partner organizations to advance data-sharing, AI readiness, digital literacy, broadband access, and health information exchange capacity for rural providers and communities. This role leads initiative strategy, manages program timelines and deliverables, oversees partners and sub‑recipients, and ensures alignment with DHHS and CMS requirements. The Initiative 6 Lead builds and sustains relationships with rural medical providers, community stakeholders, TA Centers, Cooperative Extension, NC 211, digital literacy hubs, and statewide digital health partners. The position also coordinates financial and compliance activities, ensuring all digital health investments meet federal and state standards. The Lead is responsible for monitoring performance metrics, synthesizing data for leadership, and developing materials to communicate progress to DHHS, CMS, and rural health stakeholders. This position serves as DHHS’ central point of contact for Initiative 6, facilitating strong cross‑division communication, advancing program innovation, and supporting the statewide transition toward integrated, modernized rural digital health systems. This is a 100% federally funded, time‑-limited role for the duration of RHTP budget periods. Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $70,627.00 - $137,724.00   Recruitment Range: $79,627.00 - $121,957.00  Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred: Demonstrated experience implementing digital health solutions in rural or resource‑limited settings, including work with health information systems, HIE, EMR/EHR optimization, broadband expansion, or digital literacy initiatives. Proven ability to lead and coordinate multi‑stakeholder technical assistance efforts, including management of partners, sub‑recipients, and subject‑matter experts to deliver cohesive statewide program implementation. Advanced project management skill for complex, multi‑year initiatives, including tracking milestones, managing deliverables, identifying risks, and ensuring adherence to federal (CMS) program requirements. Strong competency in data‑driven decision making, including interpreting performance metrics, synthesizing data for leadership, and integrating evaluation insights into continuous program improvement cycles. Exceptional ability to build and sustain collaborative relationships with rural health providers, community organizations, technical partners, and DHHS divisions to support unified statewide implementation. The program is funded over five years by the Centers for Medicare & Medicaid Services (CMS). The main goals of the program are to:  Catalyze innovative health care models for rural communities by changing the way providers work together to care for patients in rural NC.  Transform the rural care experience, building community-based clinical, behavioral, and social supports close to home.  Create a sustainable rural health delivery system through underlying systems changes in rural workforce pipelines and care team models, and rural provider financial models.
