Section Description San Francisco’s Economic Justice Center (EJC) is a pioneering group within the Office of the Treasurer & Tax Collector dedicated to advancing economic justice and financial inclusion for all San Franciscans. EJC recognizes that the economy is fundamentally not designed to serve low-income consumers. Many of the financial challenges our residents experience stem from racist and structural flaws embedded in the financial system that strip families of wealth and keep them in a cycle of poverty. To address these financial challenges, EJC seeks to convene, innovate, and advocate for local government to leverage its power to strengthen economic security and advance systemic change for low-income individuals and families through its policies and programs. This work includes Kindergarten to College (K2C), the first publicly funded universal children’s savings program of its kind in the country, now managing accounts for more than 54,000 students in public school. EJC’s Financial Justice Project, also the first of its kind in the nation, identifies and reforms how fees and fines impact our city’s low-income residents and communities of color. In addition, EJC provides free one-on-one financial counseling across San Francisco; safe and affordable access to bank and credit union accounts through Bank On San Francisco; and equips young people with secure bank accounts through the Summer Jobs Connect program. Finally, EJC programs are complemented by our community listening, policy, and advocacy efforts, which position us to expand economic justice, reduce the burden of fines and fees, remove systemic barriers to inclusion, and support low-income families in building and protecting wealth. Project Description The Impact Manager will oversee day-to-day coordination of the StopScamsSF initiative, including managing cross-sector partnerships, aligning workflows between City agencies and external partners, supporting integration with financial counseling services, and ensuring consistent data tracking and reporting. The role will also include troubleshooting operational challenges, supporting communications and outreach efforts, and advancing strategic improvements to the initiative based on emerging trends and partner feedback. The Impact Manager ( 1823 Senior Administrative Analyst ) will report to the Research Director and lead EJC’s work on fraud and scam prevention efforts, including serving as the project manager for the StopScamsSF initiative and bringing an innovative lens to build and improve the work of our team in this area. StopScamsSF is a bold new citywide campaign from the San Francisco Treasurer’s Office to stop fraud and scams from draining the resources of residents most targeted by these schemes—especially seniors, immigrants, and youth. The effort combines trusted civic communication, smart scam detection, multilingual education, and free support for victims. StopScamsSF will embed prevention into city websites and financial counseling sessions, launch a rapid alert network, and create a replicable playbook for other cities. By advancing policy changes to tackle fraud at its roots—and leveraging San Francisco’s civic infrastructure in partnership with community organizations, the campaign aims to protect public trust, safeguard residents’ savings, and strengthen financial security across San Francisco. This position will build on two decades of groundbreaking, applied policy work on issues such as fine and fee reform , socially responsible banking , children’s savings accounts , and barriers to financial inclusion . Under current policy, this position supports a hybrid remote work schedule. The incumbent will be required to work a minimum of four (4) days per week in the office.
