Position Summary Responsible for overall management of the department’s operations including human resources, payroll, and contractual agreements. Directs, manages, plans, and coordinates all aspects of services for payroll, employment, compensation, employee relations, compliance, and guidance for development of Managers with in the Department. Develops effective working relationships across multiple levels of the WUSM & WU organizations and may manage cross-functional teams.
Job Description
Primary Duties & Responsibilities:
Manages payroll processes, procedures, monitors, directs and analyses payroll operations throughout the department. This includes, meeting all deadlines, ensuring timely payment of faculty incentives, ensuring sources are up to date and changes are made timely in order to limit PCT volume, managing annual compensation budget, managing annual salary planning process, ensuring professional liability information is reviewed and updated annually, manages E-PARs, telecommuting.
Oversight for departmental visas in cooperation with international office.
Manages of hiring process and faculty salary continuation.
Manages annual and probationary evaluations, develops and maintains sourcing and other payroll related reports as requested and all other payroll related functions.
Manages the onboarding and off boarding process for department. This includes departments FTE approval process is completed, job postings, salary offers to maintain internal equity with qualifications, proper licensures are obtained, provide departments onboarding checklists are provided to the new applicant and hiring manager.
Ensures off boarding checklists are provided and returned and access to systems have been deactivate.
Manages non- appointees; proper documents are obtained and completed, meets all compliance based off the non-appointee type including drug and background checks.
Ensures non-appointees are not on campus prior approval.
Maintains status while on campus.
Leads management with developing job descriptions for new or reorganized positons in conjunction with compensation.
Establish the correct titles based on FLSA requirements.
Ensures new and replaced FTEs are processed through the departments justification process.
Serve as departmental human relations contact.
Provides expertise, guidance’s and resolutions in complex personnel issues in conjunction with WUSM Human Resources.
Handles extremely sensitive and confidential employee relations matters.
Resolve issues and ensure that department complies with federal, state and local laws and regulations.
Manage the maintaining of all contractual agreements of the department, including billing and collection for all contracts with outside institutions.
Review all contracts on agreements effective date for any compensation changes and that the changes are implemented appropriately.
Creates and maintains regular training and support sessions for department managers and supervisors.
Manages that all compliance trainings are completed.
Determine feasibility of process improvement opportunities and provide guidance to staff in the development of business tools and solutions.

Salary Range $65,900.00 - $112,700.00 / Annually
The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
