About the Environmental Management Group As part of the SFPUC’s Infrastructure Division, Environmental Management Group (EMG) manages California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) approvals for SFPUC’s capital projects in collaboration with the San Francisco Planning Department (CEQA lead agency) and various federal agencies (NEPA lead agency). EMG also acquires resource agency permits (e.g., U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, Regional Water Quality Control Board, California Department of Fish and Wildlife) and ensures environmental compliance during construction. With a variety of power, water, and sewer infrastructure from O’Shaughnessy Dam in Yosemite National Park to the San Francisco Bay, our team enjoys working on diverse projects across urban, agricultural, and natural landscapes. About the Position The Manager of the Environmental Management Group (EMG) at the SFPUC directs all California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) environmental review and resource agency permitting for projects of the Water, Wastewater, and the Power Enterprises. The manager of EMG leads, plans, manages and directs all operations of environmental review, resource agency permit acquisition, and environmental construction compliance. This position is within the Infrastructure Division, responsible for delivery of the SFPUC Capital Plan, valued at approximately $12.5B over 10 years. The Manager of EMG maintains the organizational structure, plans for adequate resources, and oversees adherence of staff with SFPUC core values and the mission. The position establishes goals and objectives for the EMG, sets policies, protocols and procedures, standards of performance for staff and consultants, and issues directives and senior guidance on CEQA and resource agency permitting matters to staff. This position manages a diverse group of approximately 17 staff and $75M of consultant contracts in CEQA, NEPA, environmental project management and key resource areas such as land use, biology, cultural resources, geology, and construction compliance. In addition to Environmental Impact Reports (EIR), Mitigated Negative Declarations (MND), EMG staff also prepare documentation for categorical and statutory exemptions from CEQA. Essential duties include but are not limited to: Plans, monitors, evaluates, and supervises the operation of the Environmental Management Group (EMG); coordinates the work of the various teams; advises and consults with managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures. Supervises and manages senior environmental project managers and staff in developing policies, procedures, and protocols for compliance with CEQA and other applicable environmental laws and regulations and developing mechanisms to mitigate project environmental impacts and achieve better ecosystem protection and restoration. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities (including internal staff and professional service consultant contracts). Implements training programs for project management, engineering, and construction management staffs on procedures for environmental compliance on projects. Oversees and directs the preparation of California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA) and associated permitting/compliance documents for the SFPUC 10-year capital plans and projects for Water, Wastewater, and Power Enterprises. Coordinates with SFPUC's Enterprises and Bureaus, City's agencies, and external agencies in establishing protocols to ensure compliance with CEQA and applicable environmental laws and regulations; provides guidance on environmental compliance to SFPUC's Enterprises and Bureaus. Advises SFPUC senior management on CEQA analyses and prepares presentations to Commissions and the public; presents project progress and results to the public.
