Description of Work The primary purpose of this position is to provide strategic leadership for the planning, oversight, and implementation of multiple Certified Community Behavioral Health Clinics (CCBHC) and Crisis initiatives under the Rural Health Transformation Program (RHTP). RHTP is a five-year federal grant awarded by the Centers for Medicare and Medicaid Services (CMS) to improve healthcare access, quality, and outcomes in rural communities. The position oversees programmatic and operational activities for CCBHC, Mobile Outreach, Response, Engagement and Stabilization (MORES), and Integrated Rural Crisis initiatives, including directing multidisciplinary teams, partnering with leadership to develop a strategic vision for the projects, overseeing project planning and implementation requirements, and promoting quality improvement and performance monitoring. The role requires building consensus among internal and external stakeholders—including executive leadership, providers, and managed care organizations—to ensure initiatives are implemented effectively, achieve intended community impact, and are operationally feasible. The position is accountable for ensuring that CCBHC and Rural Crisis initiatives are executed according to timelines, governance structures, and compliance standards, and that staff have the guidance and resources needed to accomplish program goals. The role will coordinate across cross-functional teams, including operational, evaluation, and clinical staff in order to ensure that the strategic vision for these projects is realized and grant requirements are met. Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $70,478.00 - $123,336.00   Recruitment Range: $70,478.00 - $96,908.00  Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. Applicants who possess the following skills are preferred: Working knowledge of behavioral health service systems. Experience supporting program implementation, including planning, budgeting, coordination, reporting, and monitoring activities. Ability to interpret and apply federal and state policies, rules, and guidance to program operations. Strong analytical skills with the ability to partner with evaluation staff to build data and reporting structures and use data to inform program improvements and decision‑making. Demonstrated ability to build and maintain relationships with diverse stakeholders and present information clearly to varied audiences through effective written and verbal communication. The main goals of the program are to:  Catalyze innovative health care models for rural communities by changing the way providers work together to care for patients in rural NC.  Transform the rural care experience, building community-based clinical, behavioral, and social supports close to home.  Create a sustainable rural health delivery system through underlying systems changes in rural workforce pipelines and care team models, and rural provider financial models.
