Job Description
CSCI Consulting is looking for a Financial Systems Functional Analyst to support a Department of War (DoW / DoD) financial system implementation initiative. In this role, the consultant will combines federal financial management expertise with functional business analysis and systems implementation support. The successful candidate will leverage their understanding of GTAS, trading partner reconciliations, DFAS financial processes, federal financial reporting requirements, and DoD financial operations to support system requirements development, configuration validation, testing, data analysis, business process improvement, and stakeholder engagement activities.
The ideal candidate understands how financial data flows through DoD financial systems and can translate business requirements into functional system solutions while supporting implementation and modernization efforts.
Responsibilities
Gather, document, and analyze business and functional requirements for financial system enhancements and implementations
Collaborate with government stakeholders, technical developers, and system integrators to support implementation activities
Evaluate current financial management processes and recommend system-driven improvements
Support system configuration reviews, business rule validation, and functional design discussions
Develop process flows, use cases, requirements documentation, and functional specifications
Analyze financial data and system outputs to ensure compliance with GTAS, USSGL, Treasury, and DoW reporting requirements
Validate financial transactions and reporting results generated by implemented solutions
Support trading partner reconciliation processes and resolution of financial data discrepancies
Provide expertise on DFAS reporting processes, financial statement requirements, and audit readiness considerations
Assist with data conversion, data validation, and reconciliation activities during implementation efforts
Develop and execute User Acceptance Testing (UAT) and functional test scenarios
Validate interfaces, financial reporting outputs, and system-generated transactions
Document defects, support issue resolution efforts, and verify corrective actions
Support deployment planning, training development, and post-implementation activities
Facilitate requirements sessions, workshops, and stakeholder meetings
Serve as a liaison between financial management personnel and technical development teams
Prepare briefings, implementation status reports, and process documentation
Minimum Requirements
Active Secret Security Clearance
Bachelor's degree in Accounting, Finance, Business Administration, Information Systems, or related field
3–8+ years of Department of War or DoD financial management experience
Experience supporting financial systems implementations, system modernization efforts, ERP enhancements, or business process transformation initiatives
Knowledge of:
GTAS reporting processes
Trading partner reconciliations
USSGL accounting
Treasury Financial Manual (TFM) requirements
DFAS financial operations and reporting processes
Federal financial management business processes
Experience gathering business requirements and supporting testing activities
Creativity and adaptability in problem-solving
Ability to work with clients to understand their needs
Strong organizational and time-management skills
Excellent written and verbal communication skills
Professional presence
Preferred Skills
Experience with GFEBS, DAI, DDRS, Advana, DCAS, DEAMS, or similar DoD financial systems
Experience supporting Agile projects and requirements management activities
Understanding of financial system integrations, data migration, and interface testing
Experience supporting audit remediation or FIAR initiatives
Professional certification such as CDFM, CGFM, CPA, PMP, or Agile certification
Ability to work in a team environment, as well as independently
Strong customer and vendor relationship skills
Demonstrated ability to comply with data standards and policies
Motivation to learn new technologies and methodologies that demonstrate value
