Technical Logistics Manager As a Technical Logistics Manager you will plan, coordinate and monitor all logistics related activities in the project area including all non-medical assistance related activities (shelter, food, water hygiene-sanitation and essential non-food items) and provide support to medical assistance activities, according to MSF protocols and standards in order to ensure the optimal running of the project. Objectives and responsibilities of the position As a Technical Logistics Manager in a country program, you will: Assist the Project Coordinator in the definition of logistics activities in the project, in conjunction with medical teams in order to identify and respond to the needs of the targeted population in terms of construction, transport, communication, food, shelter, water and sanitation, and essential non-food items. Monitor on a day-to-day basis the implementation of logistics/technical activities in the project (construction, transport, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, etc.) ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Coordinator. Ensure safe and efficient functioning of vehicle and generator fleet. Ensure timely maintenance of all technical equipment. Plan and execute all construction and rehabilitation activities planned. Implement planned water and sanitation activities. Ensures all staff in the Project are properly briefed about use of communication tools (radio handsets, HF/VHF, etc.). Implement all administrative related activities linked to logistics (orders, insurances, Vehicle contracts, etc.). Participate in the logistics planning and implementing HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.    Define and monitor technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. Participates in monthly reports according to guidelines. Requirements Diploma, or equivalent professional experience in Civil Engineering, Construction Management, Architecture, Mechanical or Electrical Engineering, Facilities Management, or another relevant technical field. At least 2 years of hands-on experience in technical logistics, construction project management, infrastructure rehabilitation, facilities management, or a related technical role. Demonstrated experience in planning, supervising, and monitoring construction, rehabilitation, or maintenance projects, including contractor management and quality assurance. Experience in the operation and maintenance of technical infrastructure, such as buildings, power generation systems, water and sanitation facilities, or other essential support systems, is an asset. Experience in training, coaching, and supervising technical staff and contractors. Proven experience managing and coordinating multidisciplinary technical teams. Experience working in an international and culturally diverse environment. Good command of English and French (minimum B1). Strong computer literacy, including Microsoft Office; experience with construction planning, maintenance management, or technical drawing software is an asset. Experience in electrical installations, power generation systems (including generators and solar power), or electrical maintenance is considered a strong asset. Willingness to work in unstable and insecure environments. Availability for a minimum commitment of 12 months.
