Description of Work The Tobacco Prevention and Control Program Manager manages and directs statewide tobacco prevention and control efforts by overseeing program operations, staff activities, and the implementation of evidence‑based strategies that reduce tobacco and nicotine use and exposure. The position provides strategic leadership across programmatic, policy, communications, and evaluation functions to prevent youth initiation, eliminate secondhand smoke exposure, and support cessation among youth and adults. Work includes coordinating multidisciplinary teams, building and maintaining partnerships with agencies and community organizations, and ensuring accountability in program performance and spending. The role serves as the statewide point of contact for tobacco and nicotine control efforts and operates within a complex public health environment requiring specialized program knowledge and effective operational management. Key Duties Include: - Manage statewide tobacco prevention and control program operations, ensuring alignment with evidence‑based strategies and established public health goals. - Direct multidisciplinary staff through planning, organizing, and overseeing daily program activities and performance. - Implement strategic planning initiatives that address youth tobacco and nicotine use prevention, cessation promotion, and reduction of secondhand smoke exposure. - Lead statewide policy development, communication efforts, and systems‑level coordination to support tobacco and nicotine use reduction. - Provide operational oversight, including supervision, program evaluation, and performance accountability across assigned functional areas. - Build and maintain partnerships with state agencies, academic institutions, national organizations, and community groups to advance tobacco control initiatives. - Coordinate programmatic and policy guidance for partners, offering technical direction on tobacco prevention and cessation strategies. - Oversee development and implementation of program policies, procedures, and associated administrative functions. - Review and manage program expenditures and reporting requirements to ensure fiscal responsibility and compliance. - Serve as the statewide point of contact for tobacco and nicotine use prevention and control, representing the program with internal and external stakeholders. Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $60,881.00 - $106,544.00 Recruitment Range: $60,881.00 - $90,000.00 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.  The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Utilizes intermediate proficiency in developing grants, contracts, proposals, and formal reports that meet funding agency requirements and support program operations. Demonstrates expert‑level communication skill through experience preparing and delivering clear, audience‑appropriate written and verbal communication for internal and external stakeholders. Applies advanced capability in building and maintaining collaborative partnerships with state agencies, academic institutions, national organizations, and community groups to support policy and systems change in public health initiatives.
