Raytheon is seeking a Program Manager to join the Navy EO/IR Product Area within the Advanced Products & Solutions (APS) Strategic Business Unit. This role involves leading multiple small-to-medium production programs for the United States Marine Corps (USMC), covering all phases of the program lifecycle, including proposal development, negotiations, program startup, and production execution. The Program Manager will oversee cost and schedule performance, foster customer communication, and lead a cross-functional team to achieve program objectives. Additionally, this individual will collaborate closely with the Navy Production & Development Portfolio Manager to drive plans, processes, and business goals.
This role is onsite located in McKinney, TX.
What You Will Do
Oversee daily program execution cadence (battle rhythm), including CORE meetings, Action Item reviews, Risk and Opportunity Review Boards, PMRs, failure review boards, configuration control boards, and Estimate at Complete reviews
Lead weekly customer meetings, ensuring clear communication, alignment on deliverables, and prioritization of tasks to meet customer needs
Collaborate with program team leads to fulfill contractual requirements, ensuring timely and on-budget integration and production efforts
Track project progress and implement corrective actions to maintain alignment with program goals
Develop and manage Program Management Plans and Program Directives in alignment with program requirements and APS policies
Define, monitor, and implement key program metrics, driving corrective actions in collaboration with the Program Management Office and Functional leads
Prepare for and support customer program management reviews and onsite visits
Apply disciplined program management practices, processes, and tools to ensure successful program execution
Support domestic travel requirements, approximately 10% of the time
Manage overall proposal efforts, including proposal development, review, and submission, as well as establishing and validating Basis of Estimates (BOEs)
Qualifications You Must Have
Typically requires a Bachelor’s degree or equivalent experience and minimum 8 years of prior relevant experience or an Advanced degree in a related field and minimum 5 years experience
Background in program management, project management, or related areas
Leadership experience (e.g., IPTL) on production programs particularly with factory personnel and/or external material suppliers
Experience with program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), or similar business processes
Experience in Risk and Opportunity management
Experience balancing technical, cost, and schedule constraints
Experience supporting Proposal Development, including tasks such as Proposal Generation, Cost Estimating, or BOE creation
Qualifications We Prefer
Program Management Level 5 Certification or ability to obtain within one year
Strong communication skills, with experience presenting to customers and senior leadership
Demonstrated understanding of EO/IR technology and the associated customer base and market landscape
Department of Defense industry experience or other relevant work experience
Experience successfully managing start-up activities, including planning, resource allocation, and execution
Experience in utilizing program performance monitoring to identify and implement effective preventive and corrective actions across all aspects of the program
